The DoD and other government agencies may access the NDCEE on a reimbursable basis via a Military Interdepartmental Purchase Request (MIPR) or an Interagency Agreement (IA).  Contact the NDCEE Program Management Office to discuss your project and obtain templates for a task package consisting of a Scope of Work (SOW) and an Independent Government Cost Estimate (IGCE):
